On 2/10/2023, Licensing Program Analyst (LPA) Theresa Marquez conducted an unannounced Case Management inspection and met with Regional Supervisor, Alice Sanders. All staff were engaged in an in-service training and there were no children present during this inspection. The purpose of this inspection is to discuss an incident that was reported to the Fresno Community Care Licensing Officer of the day on 1/26/2023.

On 1/26/2023, at approximately 7:55 AM, a parent drove into the play ground area, hitting a climbing structure, and breaking the fence. Staff went out to the parking lot to find the parent had driven into the toddler play ground area, breaking a fence. Parent reported it was an accident and didn't realize that she had left the vehicle in drive instead of park. Her child was inside the vehicle when it happened and she was observed to be strapped in a car seat. Staff contacted Visalia PD and the parent had her car towed from the area. Sanders stated the area (southwest) of the play ground was immediately made inaccessible and repairs began the same day. Children did not use the playground area on 1/26/2022.
The child was assessed and she appeared to be fine and proceeded to go to her classroom. At approximately 10:50 AM, staff contacted the parent because child complained that her mouth hurt. Parent stated she suspects child hit her mouth during the accident as she was holding a phone in front of her. Staff administered first aid. Staff facilitated and assisted with making the child a dentist appointment to have the child's mouth assessed and child was picked up by her mother. No other injuries were reported.
The fence was completely repaired on 1/27/2022. This appears to be an isolated incident and staff took appropriate measures to address appropriate policies, adhere to regulations, and comprehend reporting requirements.
Per Title 22, Division 12, Chapter 1 of the California Code of Regulations no deficiencies were observed today.
An exit interview was conducted with Regional Supervisor, Alice Sanders and a copy of this report along with the LIC 9213 Notice of Site visit was provided. This report shall be made available to the public upon request. The Notice of Site Visit is required to be posted for 30 days.
