On 10/11/2021, Licensing Program Analyst (LPA) Ocegueda conducted an unannounced case management inspection for the purposes of discussing the Adult special needs program that is located next to the facility. LPA met with Program Coordinator Amy Sullivan and Early Childhood Education Lead Margaret McLain. LPA toured the facility and a census was taken.

Today, LPA observed that room #60 was not being utilized by day care children as it had been previously. The facility had three rooms that were inspected and approved for care (rooms #58, #59 and #60). Currently room #60 is being used by an Adult Program that was put in place in approximately late 2019.

There is an adjoining kitchen space between room #59 and #60 that is utilized by the adult program. The door to the kitchen from room #60 has been observed to be left open and unlocked. At this time, there is no locking mechanism in place on the side of the door that faces the kitchen into room #59. LPA was able to freely open the door to room #59 from the adjoining kitchen. Per Program Coordinator Amy Sullivan and Early Childhood Education Lead Margaret McLain, the adults in this program are supervised by their program staff while they are inside and outside. LPA in consultation with the Department recommends the adjoining door between classroom #59 where the preschool children are and room #60 where the adult students are be secured in a way where the adult students and their staff have no possible access from #60. Per Program Coordinator Amy Sullivan, a door with a new locking system has already been ordered and a lock was placed on the play yard gate to prevent anyone from walking into the child play yard from the adult play yard. LPA reviewed that a safety latch could also be placed to prevent the door from being pushed open even if unlocked.

In addition LPA Ocegueda discussed that if the facility is no longer using room #60 for care as was originally licensed and approved the following would have to be submitted to the Department to lower their capacity: Cover letter explaining the change, updated application, updated facility sketch, updated Emergency Disaster Plan, Local Fire Authority Inspection form (LIC 9054).

It was explained to Program Coordinator Amy Sullivan that the capacity will have to be decreased as now they are using less square footage for care then when it was originally licensed.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

An exit interview was conducted with Early Childhood Education Lead Margaret McLain. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
