25 | On 10/9/2023, a Case Management inspection was conducted by Licensing Program Analyst (LPA) Theresa Marquez. LPA Marquez met with Director Kimberly Finerty to discuss a self reported incident that was phoned in to Fresno Community Care Licensing Officer of the day on 8/21/2023.
On 8/18/2023, while playing outside during morning recess, Child #1 was standing near a ramp and holding on to a Thomas the Train push toy. Child #2 bumped into Child #1 and Child #1 hit her arm on the Thomas the Train toy. Child #1 walked away and was approached by Staff A who observed her crying. Child #1 did not state she was in pain but that she "was tired". Staff A did not observe any bump or swelling on the child. The child's temperature was checked, and Child #1 had a temperature of 99 degrees. Parent was notified of the child's temperature. Child #1 napped and when she awoken, she complained of pain on her right arm. Parent was told of the incident at pick up and parent took the Child #1 to Urgent Care where X-rays revealed the child had a cracked bone in the upper arm. Child #1 arm was placed in a cast and returned to the facility on 08/21/2023.
This appears to be an isolated incident. Staff followed appropriate policies, and reporting requirements. LPA Marquez recommend staff thoroughly assess a crying child including questioning the child regarding pain and/or assessing the child's extremities for injuries to avoid the delay of medical treatment of a child for future injuries.
An exit interview was conducted and this report was reviewed with Kimberly Finerty. This report shall be made available to the public upon request. The Notice of Site Visit, LIC9123, is provided and required to be posted for 30 days. Licensee’s Appeal Rights were provided.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
