On 08/27/2020, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Jose Penate conducted an unannounced Case Management inspection and met with Program Director Hanadi Rousan, Site Supervisor Alma Lara, & Maintenance Personnel Bert Renteria. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 920 S. College Ave in Dinuba, CA. The licensee is requesting an increase of capacity of 104 preschool children by adding two additional classrooms. This program will operate year round with half day classes operating from 7:45 AM to 11:15 AM and from 12:00 PM to 3:00 PM. Another class will operate the full day from 7:30 AM to 5:15 PM. This newly increased of capacity will operate in classroom labeled #3 & #4. Breakfast, Lunch, and a PM snack will be provided and prepared on site which will be brought over to the classrooms everyday. Staff will utilize the bathroom located in the directors office. Ill children will be isolated in the directors office and use the bathroom located there. Both classrooms were observed to be clean and free of toxins. The cleaning items will be stored inside the storage closet which is inaccessible to children. LPA observed that the Furniture and equipment appeared to be safe and in good condition. A working carbon monoxide is installed in each classroom. There are plenty of cots, tables, & chairs to meet the requested capacity.

Room measurements were taken and reviewed with Hanadi , Alma, & Bert. The total inside preschool area measured to an approximate 3,638 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 12 toilets and 11 sinks/hand washing fixtures which will accommodate the requested capacity. Licensee uses water dispensers for indoor drinking water and igloos with disposable cups for the playground.

The approximate outside square footage is 6,288 which will accommodate 88 preschool children at a time. Licensee stated she will recess her classrooms at separate times to accommodate the capacity outside. A waiver request was submitted and pending approval.

The playground provides a shade structure and a mature tree for shade. There is a small play structure that's age appropriate. There is a shed outside for the preschool toys and equipment. The Licensee is using wood chips for cushioning under the outdoor climbing structure. LPA reminded licensee to make sure they rake the wood chips towards the fall zones for extra cushioning.

A fire clearance for 104 children was received and granted by the Dinuba Fire Department on 08/21/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 09/10/2020.

Anchor wooden kitchenette set and higher wooden play items for children’s safety
Get First Aid Kit
Trash Bins
Towel Dispenser
Glue Trim board next to Sink

Play yard

Get Cages for outside pipes next to ramps
Wrap Water spigot with Foam next to the playground and next to classroom #4
Electric Pole needs to be inaccessible to children since wires are exposed.
Trim tree for supervision
Shave all the threads bolts to a recommended size of 3/4 around the fence.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 104 preschool children.
