On 10/14/2020, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an unannounced Case Management inspection and met with Program Director, Cheri Doria. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of Washington Elementary school on 211 Learning Lane in Lindsay, CA. Licensee has changed classrooms for the time being since their previous licensed classroom (#29) is getting demolished. Cheri stated that the school is remodeling their site and giving the preschool program a new classroom with their own kitchen, bathrooms, & Playground. The classroom the preschool has moved to is labelled #3 and will be temporally used until their other classroom gets built. The licensee is keeping the same capacity of 24 preschool children ages 4-5 years old. This program will operate on a traditional school year schedule and will only have a morning session from 7:45 AM to 11:00 AM.

Cheri Stated children usually have breakfast in the school cafeteria and then get brought over to the classroom. Lunch or snacks are not provided since its only a half day program. Staff will utilize the staff bathroom located outside the classroom. Ill children will be isolated in the nurses office and use the bathroom located there. The classroom was observed to be clean and free of toxins. The cleaning items/supplies will be stored in the closet which is inaccessible to children. LPA observed that the furniture and equipment appeared to be safe and in good condition. A working carbon monoxide will be installed in the classroom before children arrive. There are plenty of age appropriate items, tables, & chairs to meet the requested capacity.

Room measurements were taken and reviewed with Cheri. The total inside preschool area measured to an approximate 849 square feet which will accommodate the requested preschool capacity. There is adequate storage space available for children's belongings. Toys and equipment are age appropriate. There is a total of 2 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity. Cheri submitted a waiver to use the bathrooms located outside the classroom and is pending approval. There is a water fountain inside the classroom and outdoors.

Cheri stated that children will use their current licensed playground until it gets demolished and then they will use Washington's Preschool Playground (540406489) which is the same licensee and is located on the same premises. The current outside licensed playground was measured on 12/04/2017 and had and approximate outside square footage of 7,600 which will accommodate the requested preschool capacity of 24 preschool children. Cheri stated that she will submit a waiver once the preschool children use the other play area. The current playground provides a shade structure and a mature tree for shade. There is a play structure that's age appropriate. The licensee is using artificial turf for cushioning under the outdoor climbing structure. LPA reminded licensee to make sure they have visual supervision of children at all times. Cheri stated that she will submit a waiver request to have children use the bathrooms located next to the playground building.

A fire clearance for 24 children was received and granted by the Lindsay Fire Department on 09/02/2020.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 10/28/2020.

  • Anchor big cabinets and wooden furniture to prevent from tipping over.
  • Amend waiver to use bathrooms next to playground.
  • Get Carbon Monoxide Detector.

  • Submit waiver to use 540406489 playground.


Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 24 preschool children.

No deficiencies cited during today's visit.
