On 03/10/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Site Supervisor, Nathan Wobrock. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 265 W Henderson Ave in Porterville, CA. Nathan Worbrock used to own this facility and did a change of ownership. The new applicant, Porterville Unified School District is requesting to keep the same preschool capacity of 120 preschool children. This program will operate year round from from 7:00 AM to 6:00 PM Monday through Friday. The center has 5 classrooms labeled 1-5. Porterville Unified School District (PUSD) will provide a morning snack, lunch, and a afternoon snack. Food will be provided by their centralized kitchen and get delivered every day to the center. The staff will then disperse the food to all 5 classrooms and children will eat in their designated classrooms. Nathan stated that the cleaning supplies & toxins are stored in the janitorial closet which is remained closed and locked during day-care hours and is located next to classroom #1. Some cleaning solutions/disinfectants are kept in each classroom and stored up high in a cabinet. LPA observed plenty of age appropriate toys inside the classrooms and observed that the classrooms were clean and free of toxins. LPA observed that the furniture and equipment inside the classrooms appeared to be safe and in good condition. The cubbies are anchored to the wall up high but Nathan stated that the PUSD will lower them so they can be on the ground and accessible to children. LPA reminded Nathan to notify their LPA once they start doing the changes in the classrooms. LPA observed plenty of cots, tables, chairs, & cubbies to meet the requested capacity of 120 preschool children.

Staff will utilize the staff bathroom located right in the office area. Ill children will be isolated in the site supervisors office and will use the staff bathroom. Nathan stated that they will obtain a working carbon monoxide and send proof before licensure. The center has placed a sanitation table outside the center so parents are not allowed inside due to COVID-19. The staff are doing wellness checks and temperature checks of children and other staff every morning during drop off before going into the center.

Room measurements were taken and reviewed with Nathan. The total inside preschool area measured to an approximate 4,242 square feet which will accommodate 120 preschool children. Nathan stated that the center provides the bedding and sheets for napping. Each classroom washes them once a week or whenever necessary. The preschool area has a total of 10 toilets and 10 sinks/hand washing fixtures which will accommodate the requested capacity of 120 preschool children. Nathan stated that the center will continue to use water jugs and disposable cups for drinking water both indoor and outdoor.

The approximate outside square footage for the preschool area is 8,515 square feet which will only accommodate 113 preschool children at a time. Nathan stated that the center has a waiver on file that needs to be amended to the new licensee. Nathan stated that classrooms stagger their outside play area so there are never 120 preschool children outside at once and understands that the maximum amount of children that can be outside is 113. The play area is fenced all around. LPA observed a a play structure, wood chips to cushion the fall zones, and other age appropriate toys. LPA observed plenty of shade, tables, and benches. LPA reminded Nathan to provide adequate supervision of the children at all times.

A fire clearance has been received and granted by the Porterville City Fire Department on 02/24/2021 for 120 Preschool Children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 03/24/2021.


Daycare:
· Submit proof of Carbon Monoxide.
· Amended Waiver Request
· Shave or cover all the threads bolts to a recommended size of 3/4 around the fence.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 120 preschool children.
