"Spanish speaker" On 4/13/21, Licensing Program Analyst (LPA) Diana Martinez conducted a case management tele-inspection via FaceTime with licensee Claudia Torres Caratachea. Case management tele-inspection was initiated by licensee for the purpose of inspecting and approving recent garage conversion to primary day care room. Currently the accessible rooms are the living room and bathroom. Licensee provided a copy of Certificate of Occupancy certifying that all work completed in the garage conversion meets the requirements set forth by the County of Tulare. The day care room has a ceiling with insulated full walls, electrical outlets, ceiling lights, electric AC/heater, painted concrete flooring, a restroom with one sink, one toilet and one changing table. LPA observed a large day care room with child-sized furniture, various cubbies, a large screen TV mounted to wall, a fish tank, and age appropriate toys. Day care room will now be the main day care area and will be accessed from the front yard. The day care room, the day care restroom, and the other rest room in the home will now be the only accessible rooms to day care children. Children will use the restroom in the house on an as-needed basis, and will be escorted to the restroom and not left unsupervised. Children will need to go past the laundry room to access the restroom. Licensee understands that detergent and cleaning products are not to be left on top of washer and/or dryer or anywhere that they could be accessible to children. Children will not have access to the rest of the house. Meals will be prepared in the main kitchen and will be eaten in the day care room. Off-limits rooms are made inaccessible by the use of a safety plastic doorknob cover on door leading to laundry room. LPA reviewed Certificate of Occupancy, toured the day care room, two restrooms, and back yard via FaceTime, and found the day care room to be safe for the children's use.
Per California Code of Regulations, Title 22, Division 12, Chapter 3, no deficiencies cited during today's visit.

An exit interview conducted with licensee Claudia Torres Caratachea and a copy of this report was emailed to licensee. A Notice of Site Visit Form (LIC 9213) will be posted on parent's board and must remain posted for 30 days.
