On 08/26/21 Licensing Program Analysts (LPAs) Nancy Her and Jose Penate, conducted an unannounced Case Management Inspection and was met by Assistant, Ricardo Mayorga-Sanchez. Licensee that was not present is Spanish Speaking and LPA Jose Penate assisted with interpretation while conducting phone call to licensee. LPAs observed 2 infants and 3 toddlers in care.

LPAs were conducting an annual inspection in the vicinity and noticed at 9:15 am that vehicle (light grey Toyota Corolla) belonging to Licensee was not at residence. After completion of annual inspection, 10:45 am, at previous facility, LPAs observed Licensee's vehicle still not at residence. During NCC meeting on 7/14/2021, Licensee agreed she would be present at the facility during daycare hours.

Assistant stated that Raquel was in Fresno and would be back around noon. A Parent of three daycare children was dropping her children at the facility and stated Raquel informed her she was at the her children's school signing paperwork.

The purpose of this visit was to verify that licensee Raquel Sanchez was physically present at the facility while daycare children are present. LPAs verified that Licensee was not present at the facility for multiple hours.

During today's inspection, LPAs observed a child gate preventing children access to the bathroom. A smoke detector was also chirping indicating possible low battery or end of life. LPA Penate observed assistant run out from the home into the back yard to place a lock on the shed located in the backyard of the home. Assistant left children without visual supervision for approx 2-4MINS.
