On 3/28/2024, at 2:27 PM, Licensing Program Analysts (LPAs) German Negrete and Sylvia Ceja conducted an unannounced Annual/Random inspection at the Child Care Center (CCC). LPAs met with Marion Levin, Director of the child care center and explained the purpose of the inspection. LPAs, in the company of the Director toured the interior and exterior of the child care center. This child care center consists of 11 classrooms. The child care center operates Monday through Thursdays from 7:30 AM to 5:30PM and Fridays from 7:30am to 4:0pm. During today’s inspection, LPAs observed sixteen (16) children being supervised by four (4) staff.

LPAs observed the center to be clean, sanitary, organized and to be appropriately ventilated for children. LPAs observed toys and furnishings throughout the center for young children. LPAs observed four (4) carbon monoxide detectors which were tested at 3:09pm. Per Director, smoke and carbon monoxide detectors are tested every other month. Parents provide snacks, milk and lunch for their children. The child care center has extra food on reserve in case of emergencies or if a family forgets to pack lunch or a snack. LPAs observed refrigerators in the classrooms that are clean. The child care center provides the children in care filtered water inside the and water bottles for outside play area. Director reported the child care center has completed lead testing and did not have any lead exceedance in the child care center.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPAs observed in the staff kitchen area sharps and cleaning products used in the classroom after the children leave the premises. These items are elevated and inaccessible to children in care. LPAs observed disinfectants and cleaning solutions stored in the preschool staff kitchen area. Per director the center does not provide medication. LPAs observed required licensing forms are posted in the office area.

LPAs reviewed sign- in and sign-out paper document. LPAs note, all children present during today’s inspection were signed in with children's arrival and departures along with the authorized representative signature.

LPAs and Director toured the outdoor play yard. LPAs observed the outdoor play yard to be enclosed by a fence. LPAs observed a trampoline in the play area, Director stated she did not have the manufactures directions, in addition the zipper was mal functioning. LPAs advised the director to remove the trampoline if she doesn't have the manufactures directions. The outdoor play area also has ample shade created by trees and building overhangs.

Staff and children records were reviewed. The children’s records were complete and found to contain emergency contact information, immunization records as well as other required licensing forms. The Facility children's roster was reviewed and is currently missing enrollment dates. CONT 809-C

Staff records were reviewed and current. Director was informed to keep training certifications current and renew certifications prior to expirations.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Director, Marion Levin confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 03/28/2024 and found no Registered Sex Offenders linked to this facility address.

Notice of site visit was given and must remain posted for 30 days.
