25 | Licensing Program Analysts (LPA's) Betzayra Cervantes and Michael Avila made an unannounced visit for the purpose of conducting a Case Management inspection. LPA's met with Director Karen Roman and discussed the nature and purpose of the visit. LPA's and Director toured the facility together inside and outside. There were 77 children in care at the time of the inspection.
On 11/07/2019, the Director self reported to Community Care Licensing (CCL) an incident that occurred at or around 5:20 PM - 5:45 PM where it was discovered that there was a controlled substance and drug paraphernalia in a small black cosmetic bag present in the adult restroom that is open to visitors and staff. At the end of the day, a staff member S1 found the bag in the adult restroom and believed it to be a makeup bag. S1 brought it to the front office and locked it in the closet in case it was claimed. The following Friday morning, S2 looked inside the bag and discovered that it did not contain makeup, and believed the bag contained drugs and brought it to the Director's attention. The facility immediately contacted the Oxnard Police Department and filed a report. Neither the facility nor the police department could determine the owner of the bag that was discovered.
As a precaution, the facility will be permanently locking the restrooms so persons visiting must ask for a key at the front desk.
Given the fact that this happened in an adult restroom that is inaccessible to children in care, LPA's determined that the children were not at risk of being harmed.
No deficiencies were issued during this facility visit. |
