On September 9, 2020, at 11:45 a.m. Licensing Program Analyst (LPA) Jill Laxo initiated a teleconference with Director Autumn McGuire to conclude the complaint investigation. Due to COVID-19 state of emergency, this inspection was conducted using FaceTime.The nature and purpose of the inspections was discussed.

The investigation included interviews with Director, parents, staff, children and complainant. Record review included pertinent emails, individual education program reports, waivers, staff and children rosters. Interviews with staff and children did not corroborate the allegation that facility staff did not prevent child from being bullied.

The State of Emergency COVID-19 waiver that combined one classroom for preschool and school age children was granted on 06/04/2020. Interviews with S#1, S#2, S#3 indicated staff never observed any bullying among preschool and school age children in care. Staff also indicated, anytime any minor ouch or unusual incident occurs the staff informs the parents and provides written documentation.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did nor did not occur therefore the allegation is Unsubstantiated.

An Exit interview was conducted with Autumn McGuire and Matt McPhee, via teleconference. This report will be sent to the Director via email with a read receipt or confirmation of receipt of email, Director will sign and return via email to LPA Laxo.
