On November 4, 2021 at 10:52 AM, Licensing Program Analysts (LPAs) Francisco Pedroza and Michael Mathew conducted an unannounced Annual/Random inspection. LPAs met with facility Site Supervisor Amanda Pinedo and explained the purpose of the inspection. Site Supervisor provided LPAs a tour of the facility inside and out. The facility currently had no children in care at the time of the inspection. The center operates from 12:30 PM to 6:00 PM, Monday thru Friday.

Facility is located on a local elementary school site. Licensing required notices were posted prominently on the window at the entrance of each classroom. The facility is currently using two (2) classroom for care. There is two restrooms with enough toilets and sinks readily accessible for children in care. The classroom has age appropriate games, activities, and furniture available for children in care. LPAs observed and reviewed the posted snack menu. The center provides one snack daily to children in care. The center use the school outdoor playground. The outdoor playground has age appropriate toys and equipment. The playground has an ample amount of shade available. The center has water available for children inside and out.

Center uses written sign-in/out logs at the entrance of the facility. A sampling of children and staff records were reviewed. Teachers have required qualifications. Teachers present have current Pediatric First Aid/CPR certificates that expire on 10/08/2023. Teachers present have current AB 1207 Mandated Reporter Training certificates that expire on 9/13/2023. LPAs verified SB 792 Child Care Adult Immunization and Tuberculosis Requirements. Facility is following current Covid-19 guidelines.

Recently the facility was transferred to two new classrooms for children in care. Facility submitted an application for an increase in capacity on August 10, 2021 from 48 children to 60 children. The Ventura City Fire Department provided an approved fire clearance on September 14, 2021.

LPAs measured each classroom to determine the square footage of the classrooms. Unfortunately the facility does not meet the minimum square footage requirements to increase to 60 children. The facility capacity will remain for 48 children.

Facility Measurements
Indoor - 1,666.66 square feet meets the requirements for 48 children in care

No deficiencies were cited during today's visit.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days.
