On July 7, 2022, 9:40 AM Licensing Program Analysts (LPAs), Laura Villanueva and Susana Martinez conducted an unannounced inspection to initiate a complaint investigation. Prior to inspection, LPA Villanueva asked prescreening questions related to COVID 19, Director's response indicates there are no COVID 19 exposures on site. LPA’s toured the facility inside and out with Director, Lauren Lovoy-Granados. The center program is an outdoor school, the children have the option of staying outside or coming inside to work. Activities for the children are set up inside and outside the classrooms.

Upon LPA's arrival a heating and air company called MBA Mechanical was observed in the parking lot. A service technician was repairing the air conditioning system. A thermostat in the Cheetah classroom (room number 6) displayed a temperature of 79.5 F today. The outdoor temperature is 82 degrees fahrenheit today.

Based on emails between LPA Dean Thompson and Executive Director for the center, Rosangela Valerio-Riazi dated 6/17/22 it was documented that the broken air conditioning system was being addressed. The children in the the Cheetah and Dragon fly rooms were relocated on 6/17/22 to nap in a room called the gym. The air conditioning system was functioning in that room. MBA Mechanical was contacted 6/15/22 for the repair. On 6/20/22 the repair technician came to give a quote on the system repair. It was found that a part needed to be replaced. It was agreed upon 6/21/22 that MBA Mechanical was to order defective part and install it when it arrived. The part arrived this week and was replaced 7/7/22.. The air conditioning is now working.

Based on LPAs observation, interviews conducted documentation and photos obtained, the preponderance of evidence standard has been met. Therefore, the above allegation is found to be SUBSTANTIATED.
Exit interview conducted with Director, Lauren Lovoy-Granados. A copy of the Appeal Rights (LIC 9058 FAS 01/16) were given and explained. Director’s signature on this form acknowledges receipt of these rights.
