On February 1st, 2023 at 11:40 AM, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Case Management- Licensee Initiated inspection to increase the capacity from 24 to 40 infants. LPA met with director Lisa Lossberg and advised her of the reason for the inspection. Together with the director, LPA toured the facility inside and outside. At the time of inspection there were 23 infants in care with 5 teachers present.

The director submitted an application to increase the capacity from 24 to 40 infants. The center currently has 2 infant rooms. The center plans on reducing the preschool capacity and utilizing a preschool room for the new infants. The preschool room labeled as Discovery will be used by infants. The new room has 3 sinks, 2 stalls and a changing table readily available for use. The infants have a separate play area from the preschoolers. The outdoor activity play area is able to accommodate 12 infants at a time based on square footage. LPA reminded center director that square footage is based on Title 22, Division 12 Chapter 1 Article 07. Physical Environment Section 101238.2 Outdoor Activity Space (a) There shall be at least 75 square feet per child of outdoor activity space based on the total licensed capacity. LPA advised center director to submit a waiver request to have a staggered play schedule to accommodate for outdoor play time.

All three infant rooms were observed to be clean and free of toxins/hazardous items. LPA observed age-appropriate toys and learning materials readily available for the children in care. No bodies of water were present at the time of inspection.

A fire clearance was granted by the Ventura County Fire Department on 1/26/2023.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



The center meets Title 22 Division 12 requirements. License will be effective today, 2/1/2023 for total capacity of 12 infants.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted, appeal rights were given, and report was reviewed with director Lisa Loessberg.
