On December 7, 2023 Licensing Program Analysts (LPA's) Susana Martinez and Aaliyah Zendejas conducted an unannounced Required- 3 Year inspection. LPA's met with licensee Celia Ortiz and advised the purpose of the inspection. Licensee provided LPA's a tour of the home inside and out. There were ten children in care along with another adult at the time of the inspection.

LPA observed required licensing documents mounted on the wall in the main day care room. Fire and earthquake drills are being documented every six months. Last drill was conducted on 11/28/2023. Fire extinguisher 3A10BC is located inside the pantry room was last serviced 9/7/2023. Fire and carbon monoxide detectors were tested at 1:35 PM and found to be working. Licensee has a valid Pediatric CPR/First Aid certificate with an expiration date of 4/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com. Licensee has AB 1207 Mandated Reporter Training Certificate on file expiring in 8/2024.

The licensee uses the living room, dining room, kitchen, play room, one restroom, and backyard for the day-care. LPA's did not observe any bodies of water at the time of inspection. Licensee states that there are no firearms and ammunition in the home. LPA did not observe toxins/hazards accessible to children in care. In the living room, LPA observed a fireplace with a metal screen in front of it preventing children from having access. There are age appropriate toys and furniture readily accessible to children inside and outside. The backyard is fully enclosed with a concrete wall.

A roster of children in care was observed current and complete. LPA reviewed five out of five children files. All children files were current.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the LICENSEE Celia Ortiz, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There were no deficiencies cited during todays inspection.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee Celia Ortiz.
