On December 13, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced required- 3 year inspection. LPA met with Licensee Paula Ayala and advised her of the purpose for the inspection. Together with the Licensee, LPA toured the home inside and outside. At the time of inspection there were 4 children present in the care of Licensee and adult daughter. Licensee denies having guns/ammunition in the home.

This is a two story home, Licensee uses all of the bottom floor for child care. Licensee operates Mon- Sat from 5:50 AM- 6 PM. LPA observed required licensing documents mounted on the wall at the entrance of the home. Fire and earthquake drills are being documented every six months. Last drill was conducted on 11/04/2023. Fire extinguisher 2A10BC is mounted on the wall at the entrance of the home and was last serviced 3/10/2023. Fire and carbon monoxide detectors were observed throughout the home. Licensee states she regularly checks that they are functioning every couple weeks. The kitchen knives were observed to be located in a top cabinet, inaccessible to children in care. Licensee states that all personal medication is kept upstairs. LPA observed a gate located at the bottom of the stairs.

The fireplace in the living-room is completely barricaded and inaccessible to children. The two restrooms used for childcare were observed to be clean and free of hazardous/toxic items. LPA observed sleeping cots, play pens and cribs readily accessible for children to use. The home has age appropriate toys, learning materials, and play structures inside and outside the home. The backyard is completely fenced. LPA observed an empty, three tier water fountain in the front yard. Licensee admits she has added water in the past as well as used small kiddie pools during the summer. LPA advised Licensee to ensure bodies of water are emptied out at the end of use and never to allow children be around bodies of water unsupervised.

LPA reviewed four out of four children files. All children files are complete. Licensee CPR/first aid is valid through 9/19/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com. Licensee's mandated reporter certificate is valid through 07/2025.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Paula Ayala, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There were no deficiencies cited during todays inspection.

Notice of site visit was given.
