On 06/08/23, at 1:15 PM, Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced One Required Inspection of the Child Care Center (CCC). LPA met with Shawn Smith, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC is a combination infant, preschool and school-age licenses that operates from 6:30 AM to 6:30 PM, Monday thru Friday. LPA observed 1 school-age child in care along with 1 teacher. LPA notes the school-age program consists of one (1) classroom and outdoor yard.

The school-age classroom of the CCC is clean and organized. LPA observed age-appropriate toys and furnishings available for children. The bathrooms used by children in care are in safe and sanitary operating condition. LPA observed a total of two (2) toilets and two (2) sinks (boys and girls) accessible to school-age children. Each classroom has a carbon monoxide detector. The carbon monoxide detector was tested in the school-age classroom at 2:50 PM and was found to be operable. Disinfectants, cleaning solutions, and sharps are stored in elevated locked cabinets of the classroom, which are inaccessible to the children in care. When medication for school-age children is on site, medication it is stored in a locked cabinet in the Director's office.

The CCC provides breakfast, lunch, and PM snacks to the children in care. The CCC has a kitchen that is clean and orderly. LPA observed food is kept safe, properly refrigerated and there is enough food to meet the needs of children in the center. Kitchen staff follow food sanitation practices that protect food from contamination. LPA observed menu posted on the door of the kitchen. Children have access to drinking water both inside the classroom and outside in the play area by means of water jug and disposable cups. The CCC's water sources have been tested for lead containments. The CCC maintains an electronic Sign In/Outs (CARE Portal). LPA reviewed sign in/out sheet which contains the children’s arrival and departure times along with the entries for authorized representatives. CONT 809-C

The CCC's outdoor playground areas is enclosed by fencing. The fence’s entry/exit gates are secured. The footing in the area consists of grass and cement. LPA observed age-appropriate toys/play equipment in the play area which are in good condition. The play structures in the playground areas have adequate cushioning material to absorb falls. There is shade available by means of canopy. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers at the CCC.

A sampling of staff and children records were reviewed. The children’s records are complete and found to contain emergency contact information as well as immunization records, amongst other required forms. Staff records are reviewed and contained qualifications and Employee Rights forms, amongst other required forms. LPA notes the most recent fire drill at the CCC was completed on 4/18/23. Director noted no firearm or ammunition is stored on site.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiency cited during today's inspection.

A Notice of Site visit was given and must remain posted for 30 days.
