On July 28, 2022 at 12:50 PM Licensing Program Analyst's (LPA's) Laura Villanueva and Susana Martinez conducted an unannounced annual inspection. LPA's met with licensee Patricia Angulo and advised her of the reason of inspection. Prior to entering the home LPA's conducted COVID-19 screening questions, all answers indicated no COVID-19 risks. At the time of the inspection there were 14 children in care and one (1) assistant. LPA's and licensee toured the home together inside and out. Licensee has a two story home with four (4) bedrooms, two (2) bathrooms, and a backyard. Licensee primarily uses the downstairs room, the downstairs bathroom, dining room, and backyard for day-care. The kitchen and living-room are off limits and have a gate to prevent access to these rooms. The fireplace in the living-room is screened and inaccessible. LPA's observed a gate at the bottom of the stairs preventing children from accessing the second floor.

LPA's observed the home to be free of hazardous/ toxic items. There are plenty of age-appropriate toys, learning materials, and structures for the children in care. Licensee has the required documents posted at the entrance of the facility. LPA's observed a carbon monoxide and smoke detector mounted on the in the entrance hallway. A 2A10BC fire extinguisher was observed to have been serviced on 1/4/2022. Licensee was reminded to purchase or service the fire extinguisher every year.

A sampling of children's files were reviewed and found to be complete and up to date. Licensee's Mandated Reporter Training Certificate is current with an expiration date of 3/11/2023. LPA's also observed the licensee's First Aid/ CPR certification to be current with an expiration date of 9/14/2022. Licensee provided verification of disaster and fire drills with the last one being conducted on 7/14/2022.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. Licensee is not caring children requiring IMS at the moment. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies were cited during this visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
