On February 15, 2024, Licensing Program Analyst (LPA) Susana Martinez conducted an unannounced Required -3 Year inspection. LPA met with site supervisor Nathaniel Vanearden and advised him the purpose of the inspection. Nathaniel provided LPA a tour of the facility inside and out. At the time of inspection there were 0 children in care and no other adults on site. During normal school days, the center operates M-F 1:30 PM- 6 PM and during school breaks M-F 7 AM- 6 PM.

LPA observed required licensing documents mounted on the wall in the main office where children are checked in and out. The center uses an App called Brightwheel for sign-in/sign-out. The center is conducting and documenting fire/disaster drills. LPA observed last drill was conducted on 9/14/2023. The center currently uses two rooms for care: Room 3 and Room 4. Each of the classrooms have age-appropriate learning materials and furnishing for children in care. LPA observed enough restrooms available for children to use. LPA did not observe any hazards/toxins items accessible to children. First Aid kits were observed throughout the facility. A dual smoke/carbon monoxide detector was observed in each classroom. Site supervisor tested the detector in Room 3 at 11:04 AM and was found to be in working condition.

The center uses two outdoor areas which are fenced. LPA observed age-appropriate play structures for children to use. Drinking water is made available inside and outside of the facility by means of water jugs that are filled with purchased filtered water. Site supervisor states children bring water bottles from home, but the center has disposable cups that are readily available for children to use. The center provides prepackaged snacks for children in care.

A sampling of children and staff records were reviewed. LPA observed children's files to be complete and current. Staff mandated reporter certification are all current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements. CPR/First Aid certification is current and valid through 12/15/25.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA provided the following resources:

No deficiencies were cited.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the site supervisor Nathaniel Vanearden.
