On 09/19/2024, Licensing Program Analysts (LPAs) Veronica Diaz and Shane Loftus conducted an unannounced Required- 3 Year inspection. LPAs met with licensee's Anna and Mario Vina and advised the purpose of the inspection. Licensee provided LPAs a tour of the home inside and out. There were 3 infants and 3 toddlers in care at the time of the inspection.

LPAs observed required licensing documents on the kitchen counter,LPAs reminded licensee that required documents need to be posted for parents and public view when entering the day-care. Licensee stated they are majority out door day care and children are dropped off outside, Licensee stated they will post required documents outside. Fire and earthquake drills are being documented every six months. Last drill was conducted on 06/13/2024. Fire extinguisher 2A10BC on kitchen counter was last serviced 03/04/24. Fire and carbon monoxide detectors are through out the home and is serviced by Bay Alarm System Company and is connected to the local fire department.

Children in care have access to 1 restroom, kitchen, living room, yard. In the kitchen the knives are kept in a cabinet above the counter and cleaning supplies are being kept in laundry room above cabinets and out of reach from children. Children have access to toys that are age-appropriate outside of the home. Back yard play area is enclosed and has plenty of bicycles, scooters, and activities. LPAs viewed fire arm and ammunition is stored in lock area in a closet inaccessible to children. During the tour, LPA did not observe any hazards/toxins items accessible to children in care.

LPA reviewed four children files. All children files were current. Licensee CPR/first aid is valid through 08/10/24. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the CPR/First Aid and mandated reporter certification AB1207 every two years at www.mandatedreporterca.com

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Anna and Mario Vina, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today's inspection two technical violation and one techinical advisory was issued no deficiencies were cited. Notice of site visit was issued. Exit interview was conducted and report was reviewed with licensee.
