On January 9, 2024, Licensing Program Analyst's (LPA's) Susana Martinez and Veronica Diaz conducted an unannounced Required- 3 Year inspection. LPA's met with licensee Alexandra Sanchez and advised the purpose of the inspection. Licensee provided LPA's a tour of the home inside and out. There were ten children in care and three adults in the home at the time of inspection. Licensee denies having guns/ammunition in the home.

LPA observed required licensing documents mounted on the wall in the main day-care room. At 12:39 PM, while touring the inside of the home, LPA's observed an infant child (C1) in a crib with a blanket covering the child's face. LPA's reminded Licensee that infants in cribs cannot have any loose items, Licensee responded saying child was over 2 years old. Licensee removed the blanket from the child's face. The child was found to be sound asleep and did not wake. Per record review it was determined that C1 is under two years old. Fire and earthquake drills are being documented every six months. Last drill was conducted on 7/3/2023. Fire extinguisher 2A10BC mounted on the wall inside the day-care room was last serviced 11/13/2023. Fire and carbon monoxide detectors were observed in the home. Detectors were not tested due to napping children.

Children in care have access to one main day-care room, one restroom, living room, and back yard. Kitchen is completely off limits, LPA's observed baby gates preventing children from accessing the kitchen. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of bicycles, scooters, and activities. LPA's observed a pool in the backyard. LPA's advised Licensee that fences surrounding pools shall be at least five feet high and pool gates shall swing away from the pool, self-close and have a self-latching device located no more than six inches from the top of the gate.

LPA reviewed five out of ten children files. All children files were current. Licensee CPR/first aid is valid through 6/8/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com. Licensee's certification is valid through 1/9/2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA's observed safe sleep logs and observed two out of four infant safe sleep logs to be incomplete for the date 01/08/24.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the inspection, LPA's observed three small breed dogs. LPA's verified proof of vaccination for all dogs in the home.

During the exit interview, the LICENSEE Alexandra Sanchez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today's inspection LPA's issued one type A, one Type B and one technical violation.

LPA's informed Licensee Alexandra Sanchez that this report dated 01/09/2024 documents One Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.



Also, LPA's informed the Licensee Alexandra Sanchez to provide a copy of this licensing report dated 01/09/2024 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

LPA's provided the following resources to the Licensee:

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
