On December 9, 2022 at 2:45 PM Licensing Program Analyst (LPA) Laura Villanueva conducted an unnanounced inspection to conclude the investigation for the above allegation. LPA met with Licensee, Gloria Lopez and explained the purpose for the inspection. Prior to entering the facility, LPA asked pre-screening questions related to COVID-19. Responses suggest no COVID exposure on site. LPA conducted a tour of the home inside and outside. LPA observed 5 children present at the time of the inspection with 2 staff.

LPA interviewed Licensee regarding the incident when C1 arrived to school late. Licensee stated that she was on her way to drop off C1 when a train went by blocking the intersection for a couple of minutes. Licensee texted and sent the child's mother a picture the the training blocking the road. The child was 2 minutes late when dropped off at the front of the school.

Based on LPAs observations and interviews which were conducted and record review(s), the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED. A technical advisry was issued advising on time management when dropping off and picking up children at school.

LPA met with Licensee, Gloria Lopez and explained the purpose for the inspection. Prior to entering the facility, LPA asked pre-screening questions related to COVID-19. Responses suggest no COVID exposure on site. LPA conducted a tour of the home inside and outside. LPA observed 5 children present at the time of the inspection with 2 staff.

Licensee offers all children nutiricious food with age appropriate portions. Licensee is part of the food program(Path Org.) Licensee is required to submit menus of food served and recieves unannounced inspections. C1 mostly did not like the food served. C1 would say that the food was, "nasty." At times, C1 would bring lunch from home that was not nutricious. Licensee spoke to the mother about the situation and informed her that food acn be offered, but a child can not be forced to eat.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.
