On March 10, 2023 at 9:52 AM, Licensing Program Analyst (LPA) Rona Chavez conducted an unannounced Annual/Random inspection. LPA met with Assistant Director Melissa Edwards and advised her the purpose of the inspection. Director provided LPA a tour of the facility inside and out. There were 39 children in care with seven (7) staff providing supervision.

LPA observed required licensing documents mounted on the wall at the entrance of the facility. LPA observed snack menu and daily schedule on the wall. Center provides snacks, children bring lunch from home. The facility has enough restrooms available for the children in care. LPA did not observe any hazards/toxins accessible to children in care. Each of the classrooms have age appropriate toys and furniture readily accessible for children. LPAs observed functioning carbon monoxide detector, first aide kit and fire extinguishers through out the facility. Facility provides children that are staying full day a sleeping cot during quiet time if they choose to sleep. The outdoor playground has an ample amount of space for children to play. LPAs observed the playground has age appropriate toys and structures available for children to use. The playground has ample amount of shade available. The facility has water available for children inside and out.

Center uses Procare App for sign in and Bloom app for parent communication. A current roster was provided and found complete. A sampling of children and staff records were reviewed. Teachers have required qualifications. Teachers present have current Pediatric First Aid/CPR certificates that expire on 09/2024.

Teachers present have current AB 1207 Mandated Reporter Training certificates that expire on 09/2024. LPAs verified SB 792 Child Care Adult Immunization and Tuberculosis Requirements. . Center has a toddler class room and did not have 15 min check logs available. Assistant Director Melissa Edwards stated that the center staff do monitor the children every 15 minutes and physically check on each child, but they have not been documenting the checks. LPA provided information to Assistant Director regarding safe sleep and technical assistance was issued.

Director Lydia Fedorak arrived to the center at 12 pm. LPA and Director reviewed UIR dated 1/28/2022. Director reviewed the report with LPA.

LPA discussed the safe sleep regulations with Assistant Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.


This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assistant Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were cited during today's inspection. One (1) Technical Assistance was issued during today's inspection.


A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
