32 | Regarding the allegation, that Staff did not provided adequate supervision to meet the needs of daycare children in care. Both the ECE Coordinator and former staff confirmed there were multiple incidents involving children’s behavior. These alleged incidents were not reported to management at the time and only came to light upon review of documentation during the investigation. The former staff member stated that inadequate supervision contributed to multiple injuries involving children and one staff member. Based on the information obtained, the Department has determined that there is not enough evidence to support that adequate supervision was not consistently provided to meet the needs of the children in care.
Regarding the allegation, that Staff did not provide a safe environment for the children in care. Interviews revealed concerns regarding the safety of the environment were communicated to upper management both verbally and via email. The ECE Coordinator indicated a lack of communication from former staff regarding these safety issues. Based on information obtained there is not currently enough evidence to support the allegation.
Regarding the allegation, that facility operating out of ratio, multiple parents stated they regularly observed two staff members supervising between 10 to 20 children during drop-off and pick-up. However, the total capacity for the licensed facility is 16 children and ECE coordinator stated they would not go over capacity. Staff interviews confirmed the required teacher child ratio was one qualified teacher per 12 children. ECE coordinator stated there were four staff at the facility at any given time. Based on information obtained there is not currently enough evidence to support the allegation.
Although the above allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the three allegations are Unsubstantiated.
