On March 21, 2025 at 11:35 AM, Licensing Program Analyst (LPAs) Veronica Diaz and Cynthia Alvarez conducted an unannounced Required inspection. LPAs met with director Joan Bennett and advised them of the purpose of the inspection. Director provided LPAs a tour of the facility inside and out. There were 47 children in care at the time of the inspection along with 7 staff. Facility is a half day program and operates M-F 7:30AM-1:30PM.

LPAs observed required licensing documents mounted on the outside bulletin board. Last fire drill was conducted on 2/28/25 and earthquake drill was conducted on 10/17/24. Each of the classrooms have age-appropriate toys and furniture accessible for children in care. LPAs observed enough restrooms available for children to use (5 toilets and 3 sinks) all working. LPAs observed 2 changing tables in 2 different classrooms although center is not an infant center they do enroll children with diapering needs. LPAs advised director the changing table would need to be arms length from the sink, licensee stated that they have always had the changing table where it is located and due to fire clearance they would not be able to move the table closer. LPAs talked to LPM Martinez to clarify regulations and due to this not being an infant center the center will be able to proceed with allowing the changing tables to remain where they are located. LPAs advised licensee to continue using gloves, washing hands, and keep a tight lid trash can next to the changing table as it is now. LPAs did not observe any hazards/toxins items accessible to children. First Aid kits were observed outside in a backpack and a staff one in the office. Currently the facility uses paper sign-in and sign-out logs observed at the entrance of the classroom, as form of communication with parents the center will call, text, email, and communicate in person. Facility provides a monthly newsletter to the parents. Center does not provide food, snacks and lunch are brought from home..

The outdoor playground is shaded and has an large amount of space for children to play. LPAs observed the playground has age-appropriate toys and structures available for children to use. This center is an outdoor learning base preschool, although they do use the classrooms as well.

A sampling of children and staff records were reviewed. LPA observed children's files to be complete and current. Staff mandated reporter certification are all current. LPA verified SB792 Child Care Adult Immunization and Tuberculosis requirements.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.
