On December 16, 2022 at 12:30 PM Licensing Program Analyst (LPA) Laura Villanueva conducted an unannounced inspection to conclude the investigation for the above complaint. LPA met with Site Supervisor, Yvon Ortega and explained the purpose for the inspection. Prior to entering the facility, LPA asked pre-screening questions related to COVID-19. Responses suggest no COVID exposure on site. LPA toured the 2 classrooms and the play yard. LPA observed 21 children present at the time of the inspection with 4 staff. Administrator will be unavailable until 1/3/23.

LPA interviewed parents and staff finding no evidence of the allegations. Staff recall incidents with 2 children having solied their clothes. Staff assisted with changing the children into clean clothes. This program is an inclusion classroom from 8:00am to 11:00am. Some of the children stay for the extended child care. The full day program is from 7:30am to 5:30pm. The children are normally fully potty trained when they attend the preschool. Children who are not fully potty trained are now being enrolled. At the last staff meeting on 12/1/22,

a change in diapering procedures was discussed. Staff is waiting on written procedures for diapering procedures from the administrator. Staff is now required to change wet or soiled children. Children have a change of clothes in their cubbies. The children are offered help when changing, but are not forced to change. A parent will be called if assistance is needed.

Based on LPA observations and interviews conducted, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED.

No deficiencies cited during this visit. An office meeting will be scheduled with administrator at a later date to review the program's policies and procedures. A notice of site visit was given and must remain posted for 30 days.
