On May 9, 2023 at 11:37 AM, Licensing Program Analyst Susana Martinez conducted an unannounced Annual/Random inspection. LPA met with licensee Maria Guadalupe Santacruz and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were eight children in care along with licensee and assistant at the time of the inspection.

LPA observed required licensing documents mounted on the wall in the main childcare room located at the back of the house. Fire and earthquake drills are being documented every six months. Last drill was conducted on 4/27/2023. Fire extinguisher 2A10BC was observed inside the room with a service date of 4/18/2023. Fire and carbon monoxide detector was observed to be located in the room. Licensee showed proof it was last tested yesterday 5/8/23 at 12 pm.

Children in care have access to two rooms, one restroom, and back yard. All other rooms in the home are off-limits including the kitchen and living-room. LPA observed medication to be kept in the hallway closet which was locked. Cleaning supplies were observed to be located in the laundry room which is off-limits. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of structures, toys, and activities. There are no bodies of water present at the time of inspection. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. Licensee has two pet dogs which are licensed and vaccinated. LPA observed the two dogs to be behind a gate away from children. LPA Martinez reminded Licensee it is her responsibility to provide supervision of children when they are playing with the pets.

LPA reviewed five out of five children files. All children files were current and complete. Licensee CPR/First Aid is valid through 3/23/2025 as wells as Assistant's certification. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com. Licensee's mandated reporter certification was observed to be valid through 6/8/2023 and assistant's certification is valid through 6/9/2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes.

Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. There were no deficiencies cited during todays inspection.

One Technical Advisory was issued.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed in Spanish with the licensee Maria Guadalupe Santacruz.
