25 | On August 27, 2020 at 1:18 PM, Licensing Program Analysts (LPA) Francisca Velazquez conducted a case management visit and met with Licensee, Carmen Cecilia Villegas. Licensee requested to increase the capacity from small license (8 children) to large license (14 children). Due to COVID-19 and California Department of Public Health guidelines of social distancing, a tele-inspection was conducted via FaceTime in Spanish. LPA with the assistance of Licensee toured the home inside and outside together.
This home is a 3 bedroom, 2 bathroom, living room, dining room, kitchen and back yard. The main day care areas are the living room, dining room, one bedroom, kitchen and one bathroom. LPA observed all required documents posted including COVID-19 resources in the facility. LPA observed that all electrical plugs in the children areas had covers. LPA observed plenty of child furniture and activities accessible to children. Licensee stated that while she cooks she places a small gate so children will not enter the kitchen but normally children do have access to her kitchen. LPA observed that all lower cabinets in the kitchen have safety locks making them inaccessible to the children. LPA observed that knives are stored on top of shelve making them inaccessible to children. LPA observed that bedrooms that are inaccessible to children are locked from the inside of the bedroom and require a key to be able to open them making them inaccessible to children. LPA observed a large back yard that is completely fenced with plenty of outdoor activities for children. LPA did not observe any bodies of water and Licensee stated that there are no guns and/or ammunition in the home.
The fire clearance was granted on 08/17/20 by the Ventura County Fire Department. The carbon monoxide and smoke detector were tested at 1:45 PM and were functioning at the time of the visit. Licensee is current with her CPR and First Aid which expires on 5/2021. LPA discussed AB1207 Child Abuse Mandated Reporter Training with Licensee and emailed her a link and explained that training is now available in Spanish.
