Licensing Program Analyst (LPA) Chayntel Hunter met with Director, Maria Lopez for the purpose of an unannounced Annual inspection. LPA toured the facility inside and out. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. Facility days and hours of operation are Monday-Friday from 7:30 AM to 5 PM. Facility provides breakfast, lunch and a PM snack.

During today's inspection, LPA observed staff role modeling appropriate classroom behaviors and interacting with children using appropriate tones and communication tactics. LPA observed care and supervision of 17 preschoolers supervised by and interacting with 4 staff.

LPA observed first aid supplies, furniture, napping equipment, fire drills and drinking water. LPA observed all required forms to be posted. LPA toured the kitchen area and observed food products protected against contamination. Weekly menu was posted. There are adequate toys and equipment available for children. Outdoor play area was toured, the play structure appeared to be in good repair, and there is sufficient cushioning under the play structure.

LPA reviewed the sign in/out book and observed that the children are properly signed in. LPA reviewed children’s and staff files. At 10:30 AM LPA observed that Staff #1 (S1) did not have a fingerprint clearance. Director confirmed that S1 did not have a clearance and stated S1 has been employed and working at the facility since May of 2019. LPA observed health screening reports with TB test and required MMR and TDAP vaccines. At least one staff member present today has current Pediatric CPR and First Aid (exp. 07/2021). LPA observed AB1207 mandated reporter training certificates for all staff. The Director was reminded to renew the course every 2 years through www.mandatedreporterca.com website.

LPA provided and discussed the Effects of Lead Exposure brochure.

This provider is not currently providing Incidental Medical Services (IMS) services to children in care. IMS policy was discussed.

When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. This facility evaluation report was reviewed and discussed with the Director. An exit interview was conducted. The Director was encouraged to visit the Department's website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

A Civil Penalty of $100 is being assessed on subsequent LIC421BG page for having S1 work at the facility prior to receiving a fingerprint clearance.

The following Title 22 Deficiency is being cited on the subsequent 809-D page. Upon receipt of Type A citations, licensee shall post and provide copies of the LIC 809-D for parents/guardians of children in care and for parents/guardians of newly enrolled children for the next 12 months. Licensee must also keep the signed LIC 9224, acknowledging receipt of LIC 809-D in each child's file. Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit must remain posted for 30 days.

Based on observation and documentation, S1 did not have a criminal record clearance. S1 has been employed at the facility since May of 2019. This is an immediate health and safety risk to children in care.
