On October 30, 2023, Licensing Program Analysts (LPA) Jennie Tedlos and Licensing Program Manager (LPM) Karyn Guerra met with Director, Antjuanette Carter for the purpose of closing a complaint investigation. LPA observed 12 children being supervised by 5 staff members. Criminal record clearances were reviewed.

LPA conducted an investigation regarding the complaint allegations listed above. There were concerns about ratio and staff interactions with children in care. Throughout the course of the investigation, LPA conducted interviews with the director, the teachers, and the children. LPA also requested facility roster and pertinent information to assist with the investigation.

Staff and children interviews did not reveal any concerns regarding ratio or staff interactions with children in care. Staff revealed that ratio was maintained throughout the day by having children's schedules and maintaining adequate staffing. During both inspections by licensing, correct ratios were observed.

The allegations are UNSUBSTANTIATED. Although the above allegations may have happened or are valid, the preponderance of evidence standard was not met to fully prove or disprove that they did or did not occur. Therefore, they are unsubstantiated.

Exit interview conducted at which time the report was reviewed with Director, Antjuanette Carter. Appeal rights were provided. A Notice of Site Visit was provided by LPA Tedlos and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.00.
