25 | Licensing Program Analysts (LPAs) Chayntel Hunter and Tanya Washington met with licensee Taylor Pro Kelley for an unannounced random annual inspection and toured areas of the home accessible to children in care. Off-limit areas includes the entire upstairs and the garage. Licensee acknowledged that children may never enter these off-limit areas. There were 10 children present at the time of visit with 2 assistants present. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances.
LPAs observed current CPR/First Aid certificates which expire on November 2020. LPAs discussed recent changes in licensing requirements, including the posting of licensing inspection notices and reports and Parent Notification Requirements. LPAs reviewed some children’s files. LPAs observed a fire drill log and reminded Licensee to conduct a drill atleast once every six months.
LPAs observed that there were no hazardous items accessible to children. There is no fireplace in the home. LPAs observed that cleaning materials were inaccessible. There are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulations. Toys appear to be safe. The backyard is fenced and gated. A small, plastic kids pool was observed. LPAs discussed regulations and licensee acknowledges that 100% supervision is required and that water must be dumped out after every use and that there cannot be any freestanding water.
LPAs discussed the new Mandated Reporter Training with licensee. Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. In addition, existing licensees must meet requirements by March 30, 2018. Licensee completed her Mandated Reporter training on February 4th, 2019.
