Licensing Program Analysts (LPAs) Amy Silva and Seychelle De Luca met with Director Gwen Adams for the purpose of an unannounced annual random inspection. Upon arrival, LPAs observed 10 children and four staff members in the infant and toddler classrooms. Facility hours of operation are Monday through Friday from 7:00 AM to 6:00 PM. During today's inspection, LPAs measured all classroom and outdoor space.

INDOOR ACTIVITY SPACE:


LPAs measured two classrooms: infant and toddler classrooms. The classrooms contain a total of 1231.245 square feet. There are two toilets, two potty training chairs, and three sinks for the children and a separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
The infant/toddler yard was measured. The outdoor play area contains a total of 772.6565 square feet, which is enough outdoor space for 10 infants. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPAs toured all activity and classroom space, restrooms, kitchen, and an outdoor play area. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants, hazardous items, and medications are appropriately stored and inaccessible to children. Director stated there are no poisons on the premises. condition, and toileting facilities are in safe, sanitary and operating condition. Infant changing tables have a padded surface that is washable and at least one inch thick, and they have raised sides that are at least three inches high. The floors appeared clean throughout the facility. The food preparation space is free of litter and storage containers with solid waste have tight-fitting covers. Parents provide all food, and snacks are provided upon request. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPAs observed full legal signatures while reviewing the sign in and sign out sheets.

Four staff and four children's records were reviewed. Each child's file contained an emergency card, a medical assessment, and Infant Needs and Services Plan. At least one staff member present today has current Pediatric CPR and First Aid certification (exp. 5/2020). All staff currently employed with the facility have a criminal record clearance, health screening report, and documentation of the educational background, training, and/or experience. LPAs reminded Director that 100% supervision is required at all times, including in the napping room. There are no firearms or bodies of water on the premises. LPAs observed functional carbon monoxide detector and fire extinguishers. LPAs reviewed the Department's inspection authority and discussed with Director any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within ten working days.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPAs verified the annual fees are current. LPAs provided and discussed Safe Sleep handout, Effects of Lead Exposure brochures, and new immunization card.

Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.

Director provided an updated sketch, an application (reflecting a request for 18 infant children), and a rotating outdoor schedule waiver request.

An exit interview was conducted and in the areas that were evaluated, no deficiencies were observed at the time of the inspection. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review.
