13 | On 2/4/22 at 11:15am, Licensing Program Analyst (LPA) Emilia Grisak conducted an unannounced complaint inspection and met with licensee Phyllis Hill. It was alleged that child (C1) was bitten by licensee's dog.
The licensee was interviewed on 10/28/21 at 9:45am and denied the allegation and stated that has never happened. Licensee stated that the dogs are kept in a separate gated outdoor area and are not around daycare children during daycare hours. Six parents and witnesses were interviewed on 12/20/21, 1/19/22, and 1/20/22. It was stated in six out of six interviews that dogs are kept separate from daycare children. It was stated in six out of six interviews that there were no concerns regarding the licensee’s dogs. LPA toured the facility on 10/28/21 at 10:15am and observed dogs in a separate fenced area in the backyard. LPA did not observe any dogs in the indoor or outdoor areas used by daycare children. On 10/30/21 LPA obtained a photo of a mark on C1 but was unable to determine it was the result
Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
