On 08/27/2019 Licensing Program Analysts (LPA) David Wilson and Emilia Grisak conducted an announced pre-licensing inspection for a child pre-school center. LPA met with Administrator Connie Baker. This organization has applied for proposed capacity of 45 children. This organization plans to normally operate 7:00am-6:00pm, Monday thru Friday.

The indoor space totals 1400.09 feet for a possible capacity of 40 children. The outdoor space totals 2484.54 feet for a possible capacity of 33 children. The children's bathroom has two sinks and four toilets for a possible capacity of 30 children. Applicant plans to add one more sink immediately that would be located in an indoor classroom and if so would be then a capacity of 45 children regards to number of toilets and sinks. Applicant stated will provide proof of this third sink to LPA. LPA Wilson has obtained STD850 Fire Safety Inspection document which granted fire inspection for a capacity of 45 children. Based on the current space totals there is space for a capacity of 33 children.

There is a separate staff restroom, which can be utilized in an emergency for children (if children in staff restroom no staff can be using this bathroom, but staff must be located in a position to maintain constant visual supervision of pre-school children in any restroom). There are is a "cubbie" unit with separate storage compartments where children have access to their belongings in classroom near facility entry way. Applicant plans to use this center's "library" room as an isolation room (and in those cases children not needing to be isolated will not have access to library). Children's/Staff files are in a locked cabinet in classroom (near children's cubbies and a children's desk). The classrooms were found clean and orderly. Toys, floors, desks and other equipment all appear clean and in good repair. There is drinking water available to children both indoors (located in secured to wall water dispenser) and outdoors (in a portable water dispenser; applicant stated planning to install a secured to wall water dispenser outdoors). Currently for the outdoor play area children to use disposable cups. The center to provided a morning and afternoon snack and parents provide lunch meals. Center will also provide juice and milk. The snack/meal preparation kitchen area is clean and items needing refrigeration will be located in this room's refrigerator. The refrigerator is to be shared with staff and so children's food and drink items must be clearly marked and separated from any belonging to staff. A list of possible snack items menu with the other required postings are near front entryway in classroom.

The items which could pose a danger to children such as sharp objects are inaccessible to children. Applicant stated no poisons are stored on site and none were observed. Children's sign-in/out document for parents is to be in a location in classroom near entry center ready for use by parents. There is at least one first aid kit located inaccessible to children located in storage closet with child proof lock stored up high on a shelf in this building.

There is at least one smoke detector and at least one operating carbon monoxide detector adequately located in classrooms. There is at least one charged fire extinguishers rated at least 2A:10B:C located in classroom near children's desk. Emergency drills must be conducted at least once every six months and the date must be documented. The child roster is to remain current at all times. Unusual Incident Report procedures were explained, to include notification before close of next business day and follow-up with written report within seven days.

Incidental Medical Services (IMS) were discussed. This applicant currently has no IMS plan so will not currently provide IMS treatments. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Children's medication will be stored inaccessible in refrigerator located inaccessible to children located in storage closet with child proof lock stored up high on a shelf in this building. The outdoor play area is fenced with latched gates. Applicant stated there is a plan to have outdoor security cameras operating. The outdoor play yard equipment has rubber "bark" underneath play structures to absorb falls. No bodies of water were observed on or around the facility.

At least one staff member present in each classroom must possess a current pediatric CPR and First Aid certification. Staff records must have proof of immunization's/vaccinations. The administrator stated the facility has plans to transport client children, but understands that if staff are to transport any children that the staff transporting them must have a criminal record clearance and children are never to be left unattended in a vehicle.

Smoking is prohibited in the licensed day care facility in all areas licensed to provide care. Facility must remain in applicable child to staff ratio compliance and not operate beyond licensed capacity.

The administrator has provided proof of completion of Mandated Reporter AB1207 training to this Dept. and understands that all staff are required to complete this training within thirty days of hiring. Any future staff hired must be cleared for criminal background checks before working (or as applicable) volunteering. It is recommended that after any future staff fingerprint for the above clearance that the administrator communicate with the Dept. to ensure staff are cleared and associated to this center. The applicant understood the responsibility to read and have knowledge of the laws and regulations for operation of a family child care home. Forms and regulations must be obtained from the website (http://ccld.ca.gov/).

The licensee understood that any authorized employee of the Department may enter and inspect the facility with or without advance notice. This report was reviewed and discussed with the applicant. Any proposed changes to the physical plant, telephone number, temporary closure, or change of address shall be immediately reported to the Department.
