On August 11, 2026 Licensing Program Analyst (LPA) Tasha Alexander conducted a subsequent inspection to deliver the findings to the above complaint allegation. LPA met with program director David Rodriguez, Program adminstrator Alexandra Hilaro and Director Edith Vasquez and explained the purpose of the visit. Upon entry, per program director there are 158 children present along with 31 staff.

The complainant alleges staff are operating out of capacity. Interviews were conducted, records were reviewed and a census of classrooms was taken. This is a Title V program. Complaint statements alleges that the classroom has at least 26 to 30 children with 3 teachers. LPA reviewed records, schedules, rosters, and conducted classrooms census. Today the there are 21 children in the classroom along with 3 teachers. For a Title V program the classroom ratio is max 24 with a child-adult of 1-8.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

An exit interview was conducted with program director David Rodriguez

A notice of site visit was given and must remain posted for 30 consecutive days.
