25 | On June 3, 2026, at 10:40 AM, Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with Director Mitchell Ha. LPA disclosed the purpose of the inspection, and the facility was toured both indoors and outdoors to conduct a health and safety inspection. There were 93 preschool-age children present during the inspection, supervised by 19 staff members. The center operates out of Classrooms 1, 2, 3, 8, 9, and 11. Hours of operation are Monday through Friday from 8:10 AM to 11:10 PM and the afternoon session from 11:40 AM- 2:40 PM.
All individuals subject to criminal record review have obtained a criminal record clearance or exemption and are properly associated with the facility. Staff files are maintained and stored at the Hayward Unified School District Human Resources Office. All licensing requirements for personnel are met as a condition of employment with the school district. Disaster drills are conducted monthly in conjunction with the Hayward Unified School District's emergency preparedness schedule.
At 11:00 AM, LPA conducted a census of the children in care. The census matched the 93 children signed in on the attendance sheets. At approximately 11:15 AM, LPA reviewed six (6) children's files and verified that each file contained the required Identification and Emergency Information, Parent's Rights, Medical Consent forms, and Immunization Records. The center is equipped with hardwired smoke detectors that automatically notify the Hayward Fire Department when activated. According to the director, the smoke detection system is fully operational and routinely serviced. The center also maintains a working carbon monoxide detector, a functioning telephone, first aid kits, emergency backpacks, and multiple fully charged 3A40BC fire extinguishers that meet the standards established by the State Fire Marshal.
At approximately 12:00 PM, LPA inspected all six classrooms and observed that teacher-to-child ratios were being maintained. The classrooms are arranged to promote exploration and learning through a variety of developmentally appropriate activity areas. Adequate play and learning materials were available for children in care. The floors were clean, furnishings were in good condition and appropriately sized for preschool-age children, and play equipment was age-appropriate and well maintained. Individual storage space was available for each child's belongings. The designated isolation area for ill children is the director's office, which is located away from other children in care. All required licensing documents were posted in an area accessible for public review.
