On September 5, 2023, Licensing Program Analyst (LPA) Simerjit Kaur met with center Director Rebecca Hester for an UNANNOUNCED ANNUAL RANDOM INSPECTION for Infant Age Component. Present for this inspection were 11 staff members and 29 infant age children. The facility was toured by LPA and center director to conduct a Health and Safety Inspection. The center operates Monday-Friday from 7:00 am - 6:00 pm.

There are 4 rooms designated for Infant age children (Rose, Thistle, Lavender, and Ivy). There is adequate lighting, heating and ventilation in the facility. The Center is equipped with fully stocked first aid kits, fully charged fire extinguishers, refrigerators, and working carbon monoxide. Classrooms have furniture and equipment for the use of children in care. There are adequate storage hooks for children's belongings. All diaper changing stations are within reach of arms length. All storage containers for solid waste had a tight-fitting lids. Cribs and Mats are available for use of children in each room. The bedding is weekly to be washed by facility. There is a menu posted in each classroom. Facility serves am/pm snacks. The center is in compliance with the sign in and out procedure. The center roster was reviewed, and a copy was obtained. The center has conducted and documented a fire/disaster drill on 06/15/2023. LPA reviewed children's files and staff files. The individual infant sleep plan and Needs/Services plan are in each children's file. It was observed that there are no toxins or hazardous items accessible to children in care during today's inspection. The opener and closer staff have current First Aid and CPR. The facility is in compliance with CPR/First Aid, immunization law and mandated reporter training. Activity schedules and required Community Care Licensing forms are posted and visible for review.

LPA discussed the Individual Infant Sleep Plan (LIC 9227) and infant/toddler sleep logs. Per acting director all sleep, feeding and diaper logs are logged on facility daily log form. The director was reminded that baby bouncers, exersaucers, johnny jumpers and similar items are not allowed in licensed day care.

Facility Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.



This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with and discussed the Child Care facility representative Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA also encouraged facility director to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with faciliy director.
