On 12/13/23 at 09:30am Licensing Program Manager (LPM) Loretta Dyson and Licensing Program Analyst (LPA) Sikia Blue arrived at the facility for a required inspection. LPM and LPA met with Jenny Bond, the assistant director. There were 9 children and 5 additional staff also present. The facility operates Monday - Friday 8:30am - 5:30pm and is located on the campus of Mills College. This facility is licensed for an infant program and the other component on site is a preschool program.

LPM and LPA toured the indoor and outdoor areas that are used for the infant program, which include the classroom number 112 with a separate nap room, the playground, and one bathroom, to conduct a health and safety inspection. LPM and LPA observed that the classroom has sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe. There is adequate storage for children's belongings. There are no crib age children currently in care. There are mats, with fitted sheets, available for each child in care. The sinks are in sanitary and operational condition. The families bring meals from home and the facility has snacks to provide when needed. There is a snack menu posted, which is dated at least a week in advance. LPM did not observe any food stored with cleaning supplies. LPM observed that water is readily available, both indoors and outdoors, with individual water bottles. The staff refill the water bottles when needed. The facility has a backpack for first aid supplies. There are no children currently enrolled that require medication while in care.

LPM and LPA observed that the outdoor play space is fully fenced and there is a sufficient amount of shade, from the trees and overhang on the building. There is an ample supply of age appropriate equipment, toys and activities. LPM observed that the outdoor surfaces are free from hazards. LPM and LPA observed cushioning underneath climbing structures. LPM observed that the sand pit was free of debris. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today.

LPM and LPA all required forms posted on the two parent boards. The last disaster drill was completed on 12/7/23. LPM verified that the facility is equipped with first aid supplies, a working telephone, a working carbon monoxide detector, centralized smoke detection system, pull down fire alarm and fully charged 3A40BC fire extinguishers. LPM observed the interaction between the staff and children in care, and found it to be in compliance with the Title 22 Regulations.

The facility uses a sign in/out sheet and LPM and LPA observed all children to be signed in, with full signatures. At 10:40am, LPA began a review of children's files. The children's files were found to contain all required documents, including completed emergency information forms, a medical assessment. LPM and LPA observed the sleep log and found it to be in compliance with safe sleep regulations. At 11:00am, LPA began a review of staff files. The staff files were found to contain all required documents. At least one staff member on site, that opens and closes the facility, has a current a current CPR/First Aid certificate. The facility is operating within the licensed ratio and capacity today.

The assistant director was encouraged to review information related to applicable regulations on Licensing's website at www.ccld.ca.gov. LPM reminded the licensee to adhere to all requirements within the regulations at all times including supervision, personal rights, and unusual incident and injury reporting. LPM reminded the licensee that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The assistant director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The assistant director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPM verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. There was no lead exceedance found for any outlets tested.

LPM discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPM also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A Notice of Site Visit was given and must remain posted for 30 days. Appeal Rights were provided. There are no deficiencies being cited as a result of today's inspection.

An exit interview was conducted and the report was reviewed with the assistant director, Jenny Bond.
