13 | On July 1, 2026, at 10:10AM, Licensing Program Analyst (LPA) Randy Miranda met with Site Director Rachita Bhandari and Assistant Director Maria Aceves to deliver the findings from a complaint investigation for the above allegation. LPA toured the facility and obtained a copy of the facility roster. Present for the inspection was the site director, assistant director, 7 teachers, 1 kitchen staff, and 27 children in care (11 infants and 16 toddlers).
Based on interviews, observations, and a review of records, there is insufficient evidence to support the allegation that staff do not ensure that children are prevented from biting other children. The investigation confirmed that a biting incident occurred; however, the evidence did not establish that it resulted from a lack of care or supervision. Although the allegation may have happened or may be valid, there is not a preponderance of evidence to prove whether the alleged violation did or did not occur. Therefore, the allegation is UNSUBSTANTIATED.
A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
