32 | Around 8:30 AM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not. LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets and storage areas throughout the on-limit portions of the home, including the kitchen, living room, dining area, enclosed patio/child care room, bedroom adjacent to the child care room, and two (2) bathrooms. No hazardous materials, cleaning supplies, medications, or other toxic substances were observed to be accessible to children during today's inspection. LPA tested the smoke detector and carbon monoxide detector located in the child care room and verified that both were functioning properly. The home is equipped with a working telephone, a fully stocked first aid kit, a pull-down fire alarm, and a fully charged 3A40BC fire extinguisher that meets the standards established by the State Fire Marshal. A fireplace located in the living room was observed to be properly screened, preventing children's access.
At approximately 9:05 AM, LPA inspected the outdoor play area and verified that there were no swimming pools, hot tubs, spas, or other accessible bodies of water on the property. The backyard was observed to be fully enclosed with appropriate fencing and free of hazardous conditions. Outdoor play equipment included a basketball court, wicker sofa, sandbox, LEGO blocks, water play station, tricycles, hula hoops, benches, a playhouse, and slides with resilient cushioning underneath to absorb falls. All equipment was age-appropriate, in good repair, and properly maintained. Mature trees and a canopy provided adequate shade to protect children from direct sunlight during outdoor activities. The three (3) storage sheds located in the backyard were secured with locks, preventing children's access to equipment and tools.
At approximately 9:15 AM, LPA reviewed the files of two (2) children enrolled in care. Each file contained the required Identification and Emergency Information, Consent for Emergency Medical Treatment, Parent's Rights, and Notification of Parent's Rights Regarding Additional Children in Care forms. LPA also reviewed personnel records and verified that staff file contained the required Health Screening Report, Statement Acknowledging Requirement to Report Child Abuse, and Employee Rights forms. During the record review, LPA verified that the licensee was in compliance with applicable immunization requirements for child care providers.
The licensee conducts and documents fire and disaster drills at least once every six (6) months. Documentation showed that the most recent drill was completed on April 20, 2026. The licensee has completed the required Health and Safety training and maintains current Pediatric CPR and First Aid certification, which expires in January 2028. Mandated Reporter Training was completed on April 22, 2025, and is valid through April 22, 2027. LPA reviewed the facility roster and verified that it accurately reflected the children currently enrolled as well as those no longer attending the facility. All required licensing notices and documents were observed to be posted in a location that is visible and accessible for public review.
