On August 17 2023., Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with the director, Kelly McIntosh. LPA disclosed the purpose of the inspection and was granted entry into the facility by the representative. There were no children present during this inspection and one staff members. (Facility is part time and closes at noon). The facility is located on the grounds of Valley Community Church of Pleasanton. The hours of operation are 08:45 AM-12:00 PM, Monday -Friday. This facility is a Co-op and starting age of providing care for children is 2 years old.

CLASSROOMS: The facility was toured for health and safety. LPA inspected five (5) classrooms. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. The isolation area for sick children is in the director's office. Families supply water bottles and snacks, this facility is a co-op. There are five (5) fully charged 3A40BC fire extinguishers, a functioning carbon monoxide detector in each classroom, wired smoke detectors, sprinkler system, first aid supplies, and a pull down fire alarm. All solid waste storage containers have tight fitting covers on, and appear to be in good repair.

FOOD SERVICE AREAS: This facility provides snacks for children which is supplied by the families, the menu is posted online so that the families are aware of what snack to provided.

OUTDOOR PLAY AREAS: There's a play structure with a slide that has cushioning to absorb falls that is anchored. There's also a canopy that provides shade to children while at play. The staff brings water bottles outside to keep the children hydrated. The playground is fully fenced and sits in the rear middle of the church facility.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Four (4) children's files and two (2) staff files were reviewed around 1:00PM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Parent Rights and Medical Consent forms. LPA reviewed the facility roster. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The facility representative's CPR and First Aid certificate is current and expires on 12/23. The center is in compliance with the sign in and out procedure using the Playground app. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 02/2023. All required documents are posted in the director's office.

Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (facility does not provide care for children under 24 months)

Megan’s Law: During the exit interview, the director, Kelly McIntosh confirmed that there are no Registered Sex Offenders living/working in the facility and LPA completed the RSO profile in FAS.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
