On September 19, 2024, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with the director, Kelly McIntosh. LPA disclosed the purpose of the inspection. LPA provided LIC 125 to director. There were forty (40) children present during this inspection and four (4) staff members (includes the director). The facility is located on the grounds of Valley Community Church of Pleasanton. The hours of operation are 08:45 AM-12:15 PM, Monday -Friday. This facility is a Co-op and starting age of providing care for children is 2 years old.

CLASSROOMS: The facility was toured for health and safety at approximately 10:30 AM. LPA inspected five (5) classrooms, per director the lions classrooms is only used Monday, Wednesday and Fridays. Per director, preschool classrooms only uses the classrooms located on the main level. LPA observed there are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. The isolation area for sick children is in the director's office. Families supply water bottles and snacks, this facility is a co-op. There are five (5) fully charged 3A40BC fire extinguishers located through out facility, a functioning carbon monoxide detector in each classroom (tested and functioning), wired smoke detectors, sprinkler system, first aid kits, and a pull down fire alarms systems. All solid waste storage containers have tight fitting covers on, and appear to be in good repair. LPA did not observe any pools and/or bodies of water during today's visit and director confirmed.

FOOD SERVICE AREAS: The families supply food and snacks, the director has snacks on hand if additional food/snacks are needed.

OUTDOOR PLAY AREAS: LPA Dacanay Breaux toured the outdoor play area around 10:50 AM. There's a play structure with a slide that has cushioning to absorb falls that is anchored. There's also a canopy that provides shade to children while at play. The staff brings water bottles outside to keep the children hydrated and refill as needed. The playground is fully fenced and sits in the rear middle of the church facility.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and three (3) staff files were reviewed around 11:10 PM. LPA Reviewed and qualified two (2) teachers. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Parent Rights and Medical Consent forms. LPA reviewed the facility roster. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. Director's CPR and First Aid certificate is current and expires on 10/25. The center is in compliance with the sign in and out procedure using the Playground app. Disaster drills are being conducted at least once every 6 months. Per Director the facility is closed during the summer months (May 24, 2024 - September 3, 2024). All required documents are posted in the director's office.

Per director does not administer medication at this time.

Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility does not provide care for children 24 months and under.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
