Licensing Program Analyst (LPA) Jyoti Saini conducted an unannounced Annual Random Inspection at the facility and met with Director Noreen Casabar-Requiro. LPA disclosed the purpose of the inspection, and the staff granted entry to the facility. At the time of the inspection, there were no children present. The program operates two sessions: 7:00 am to 9:00 am and 12:00 pm to 6:00 pm, Monday through Friday, held in Room EDCC #1 (Dolphin Room, serving Kindergarten and 1st grade) and Room EDCC #2 (Stingray Room, serving 2nd through 5th grade) on the Dougherty Elementary School campus. The facility was inspected indoors and outdoors for health and safety hazards.
The center is in good condition, with proper temperature and ventilation. The facility is equipped with a fully functioning fire alarm system, smoke and carbon monoxide detectors, a fully charged fire extinguisher, and telephones in both classrooms. During today's inspection, LPA did not observe any bodies of water, and the director confirmed that no firearms are stored on the premises. The furniture is in good condition, and each child has a designated cubby labeled with their name. Separate bathrooms are provided for children and staff, and drinking water is accessible through water fountains and personal water bottles. The monthly menu is posted on the fridge and the classroom bulletin board. The facility provides snacks, and food storage is well-organized, with food in its original packaging labeled with expiration or opening dates. Medications are securely stored in backpacks and placed in the kitchen area, and LPA confirmed that all medications are up-to-date. Emergency drills are logged, with the most recent fire drill conducted on 12/19/2024 at 2:02 pm. The outdoor play area was free from hazards. The facility uses the Kangaroo app for children to sign in and out. LPA reviewed the children’s and staff’s files. Staff files indicate that opening and closing staff have current first aid and CPR certifications. The record review also indicates that the staff has obtained mandated reporter certificates. The center roster was reviewed and a copy was obtained.

Criminal Record Clearance -Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing – CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
