On 10/24/2023 at 9:45AM Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an Unannounced Annual Inspection, and met with Director Yvonne Ma. There were 71 preschool aged children and 7 fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7am to 6:00pm. The facility also has an infant component #013415908.

At 9:55AM LPA toured six classrooms and three outdoor play areas. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the office area, away from other children in care. The center has a maintenance person who checks smoke detectors, carbon monoxides, working telephone, and 2A10BC fire extinguishers throughout the building every month. During today's inspection there were no toxins, chemicals, or hazardous materials accessible to children. LPA observed several holes that varied in size in two of the outdoor play areas. Director stated that the children like to dig holes and that the grounds keeper comes every two weeks to fill the holes. LPA informed Director that a staff member should be stationed near by so children do not trip. There are no pools or other bodies of water at the facility during inspection.

The facility provides breakfast, lunch, and PM snack to children. The children bring their own water bottles that are filled as needed throughout the day. The facility posts the menu a month in advanced. Parents can view the menu on their phone through Kindercare app. The facility also posts a physical copy of the menu in the hallway near the kitchen.

At 11:00AM five children's files and seven staff files were reviewed. One child's file is missing the signed LIC613A. LPA observed several staff files that were not complete. LPA observed 4 out of 7 staff had expired mandated reporter certificates. One staff was missing the health screening (LIC503) and TB test. There is at least one staff member with valid CPR and first aid on the premises. LPA observed all required documents are posted for public view. The facility completes disaster drills at least every six months. The last drill was conducted 10/18/2023. A copy of the facility personnel roster and children’s roster were available for review and copy was obtained.

There was two deficiencies cited on today's visit. See 809-D for deficiencies.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for


drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA discussed the safe sleep regulations with licensee facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
