On September 13th, 2024 at approximately 1:10pm, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual Random Inspection, and met with Center director Mai Ton. Present today were twenty-one (21) preschool children and six (6) fingerprint cleared staff members. Facility is located in the rear of the Fremont Adult School campus. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:30am to 5:30pm.

CLASSROOMS: Center has two (2) classrooms, Rooms 55 and 56. There are age appropriate play and learning materials available. All floors, furniture, and equipment are age appropriate and in good repair as observed by the LPA. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the library area which is away from other children in care. The center has smoke/carbon detectors, working telephone, and one (1) fully charged 3A40BC fire extinguisher in Room 56 and a 2A10BC fire extinguisher in Room 55. LPA observed and Center Director confirmed that are no toxins, medicines, cleaning products or hazardous materials visible during today's inspection and were made inaccessible to children in care. At least one person trained in CPR/First aid is present when children are at the facility. Facility provides Full and Half day programs. Half day programs are from 8:15am – 11:15am /12:30pm to 3:30pm and the Full day program is from 8:30am - 5:30pm.

BATHROOMS: The staff's bathroom is separate from the classroom located next to the director's office. All bathrooms are clean, sanitary and in good condition as inspected by the LPA. All sinks and faucets are in safe and in sanitary operating condition with supplies available (paper towels/soap).

OUTDOOR PLAY AREAS: Play yard is shared with State preschool at Fremont Adult School and has a play structure with three (3) slides that has foam cushioning to absorb falls and that is anchored for stability. The facility holds a waiver for the play space. The play area has a large canopy that provides shade to children while at play. LPA observed and Center Director confirmed no pools, hot tubs or other accessible bodies of water present at the facility. See LIC809C for continuance...

FOOD SERVICE AREAS: Facility provides breakfast, lunch and snacks to children in care. Half day am program children receive breakfast and pm session children receive lunch. Kitchen area was inspected and LPA observed it to be free of toxins, cleaning products or chemicals. Facility has a refrigerator which is clean and free of evidence of rodents, vermin or insects. There are weekly menus posted at the facility on the parent board in each classroom. All storage containers for solid waste have tight fitting covers that are in good repair as inspected by the LPA.

RECORDS: LPA requested and reviewed the files of seven (7) children's files and seven (7) staff which included with director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed and are up to date for all staff personnel. The center is in compliance with the sign in and out procedure via Kindersign. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 8/27/2024. All required documents are posted in a public accessible area. LPA observed and Center Director confirmed that here are no weapons, firearms or pets at the facility.

This facility provides Incidental Medical Services IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA referred the Center director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Mai Ton.
