25 | (3) Licensing Program Analyst Caroline Colson met with Carmen Sims-Harper and her assistant, Wendy Larson, for an unannounced required annual visit. The home was toured for a health and safety inspection. There are two infants and six preschool children present. Analyst discussed new laws regarding 1% or non-fat milk for children who are 2 years of age and older, immunization records and pest integrated management. Ms. Sims-Harper was informed of the new civil assessments of up to $500 per adult for not having cleared fingerprints on file (if needed) before contact with the day care children.
The home is a two story home. The home consists of a living room, dinning room, kitchen, six bedrooms, and two bathrooms and fenced backyard. The two bedrooms and one bathroom located upstairs are the off limit areas. The home has a 3A40BC fire extinguisher, working smoke and carbon detectors. Ms. Sims-Harper states that there are no firearms in home. The isolation area is the living room. First Aid Kit is available and complete. Ms. Larson has current pediatric First Aid and CPR certificates are current and expire on June 8, 2016. Fire/Disaster drills are conducted every six months. The backyard is fenced and will used for outdoor play. She has a outdoor cat and two rabbits.
A review of staff records on 3/07/16 indicates that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The licensee is not providing IMS (Incidental Medical Services) at this time. Licensee will submit an updated plan of operation if in the future they provide any IMS services to a child in care.
