On November 8th, 2024 at approximately 11:15am, Licensing Program Analyst (LPA) April Wright arrived at 10:55am for an unannounced Annual Random inspection, and met with Lead teacher Carolina Greenhouse. No children were present at the time of LPA arrival to the facility. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 12:10pm to 3:30pm.

CLASSROOMS: Center is a part of Fremont Unified School District and now only has a PM session due to low enrollment. The facility no longer has an AM Session per the lead teacher. The facility is located in the rear of Alvirda Hyman Learning Center in the rear next to Parent Education Room 4. There are adequate play and learning materials available. The floors, furniture, and play equipment are age appropriate and in good repair as observed by the LPA. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. LPA observed and Lead Teacher confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Lead Teacher also confirmed there are no pools, hot tubs, or any bodies of water present at the facility. The isolation area for sick children remains the reading area in a chair or cot if needed, away from other children in care. The center has smoke detectors, carbon monoxide, and one (1) fully charged 2A10BC fire extinguisher. At least one person trained in CPR/First aid is present at the facility when children are in care.

BATHROOMS: Children's bathroom has two (2) toilets and two (2) sinks that are sanitary and in working condition as observed by the LPA. The staff's bathroom separate from the children's bathroom and is located in the hallway to the left of the classroom. All bathrooms are sanitary, good condition and easily accessible to all children in care. All sinks, toilets and faucets were tested and are in safe/sanitary operating condition as observed by the LPA. There are soap and paper towel supplies available to children in care.

FOOD SERVICE: Program provides snacks only to children in care. Food is provided by FUSD Food Program. There are weekly snack menus posted for accessible viewing at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. Facility has a refrigerators in both classrooms which is clean and free of evidence of rodents, vermin or insects.

OUTDOOR PLAY AREAS: Play yard is adjacent to shared with Kidango Sharon Jones center and is shared with FUSD Adult school program. Program has a play yard waiver in place and posted. There's a play structure that has three (3) slides with wood chip cushioning to absorb falls and is anchored for stability. There's also a canopy play area that has grass cushioning that provides shade to children while at play. Yard also has a shed that is locked and inaccessible to children in care.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and three (3) staff files were reviewed. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. Lead teacher for the AM session carry ECE Site Supervisor permit which is current and expires on 5/1/2028. Floater teacher file is on record at the Fremont Unified School District Main office in the Human Resources department. Lead teacher verified that floater staff have valid and eligible fingerprint clearances as conducted by FUSD. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR/First Aid certificates were reviewed and are up to date for all staff. The center is in compliance with the sign in and out procedure via Learning Genie. Disaster drills are being conducted at least once every 6 months and the last one conducted upon LPA arrival to the facility on 11/7/2024. All required documents are posted in a public accessible area upon entry to the classrooms.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Lead Teacher Carolina Greenhouse.
