On April 4, 2024, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux met with licensee Patricia Sutton for the purpose of conducting an unannounced 1 year required inspection. Present in the home for today’s inspection was licensee, licensee's fingerprint cleared assistant/son, Benjamin Sutton and husband, 8 (eight) children were in care. The hours of operation will be Monday- Friday, 7:00 AM to 6:00PM.

The facility is a 2 story, 5 bedroom, 3.5 bathroom home. This home consist of living room, family room (screened fire place), dining room, kitchen, two car garage and front and back yard area. LPA observed the home is neat and clean with heating and ventilation for safety and comfort. Per the licensee, the ISOLATION AREA will be in the on limits family room away from the other children in care, until parents pick up.

ON LIMIT: First Floor bedroom (main child care room), family room, kitchen (travel through) and bathroom near the child care room. Front and rear yard both gated (excluding the section with swimming pool OFF LIMITS). There is a pellet stove in the family room that is inaccessible to children in care.

OFF LIMIT: Main level the half bathroom, living room (right of the entrance), dining room, kitchen, and the entire second level of the home which includes the master bedroom and 2 bathrooms, 4 bedrooms. Off-limit areas will be inaccessible by closed and/or locked doors, child gates and/or by adult supervision. There is a pool that is fully fence does not obscure the pool view. The fence is make from a hard mesh like material. The gate swings away from the pool, self closes and has a self latching device.

The home has a swimming pool that has a self latching and self closing gate and inaccessible to children. There is a firearm in the home which is stored in the locked cabinet away from the children in care. The ammunition is locked and stored separately. There is a gate at the bottom of the stairs to prevent access. The home has a fully charged 3A40BC fire extinguisher, working smoke detector/carbon monoxide detector (tested and working), working telephone and a fully fenced front and back yard. There is 2 pet dogs. All medications, detergents, hazardous materials are inaccessible to children in care.

LPA reviewed two (2) children's files around 1:10 PM. All children files contains Personal Rights, Medical Consent forms, and Identification & Emergency Information. LPA reviewed the facility roster and obtained a copy. Licensee's CPR and First Aid certificate is current and expires on 09/10/2025. Mandated Reporter Training & Pediatric CPR/First-Aid Training licensee was reminded of their responsibility to renew each training every two years

Effective August 1, 2003 California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensees confirmed resides in the home. Per Licensee no medication is being administered to the day care children at this time.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Megan’s Law: During the exit interview, the LICENSEE Patricia Sutton, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Appeal rights Provided. Exit interview conducted and report was reviewed with the licensee, Patricia Sutton.
