On September 16, 2024, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Director, Kathleen Warren. LPA Breaux disclosed the purpose of the inspection and was granted entry into the facility. There were thirty-eight (38) pre-school age children present during this inspection and ten (10) additional staff members (includes administrative staff) . This center operates Monday – Friday from 7:00 AM – 6:00 PM. The facility was toured inside and out for a health and safety inspection.

CLASSROOMS: There are a total of six (6) classrooms and room C6 is used for storage. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. There is a diaper changing table in the Frogs Classroom, that is in arm reach of the sink. Drinking water is available inside and outside of the center, facility has filter water and families supply water bottles. There is proper individual storage space for each child. The isolation area for sick children is next to the director's desk. The center has a wired smoke detector, two (2) carbon monoxide detectors (tested located in the hallway), working telephone, pull down fire alarm system, and three (3) fully charged 2A10BC fire extinguisher.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

FOOD SERVICE AREAS: This facility provide snacks for the children and low-fat 1% milk is being served. There are weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. LPA reminded facility representative to dispose immediately any expire and/or contaminated food. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREA: The playgrounds at the center for the children to play is fully fenced. The playground has large trees for shade. Staff will bring out a children's water bottles to ensure the children are hydrated. There's a play structure, which is anchored that has cushioning to absorb falls. There is a shed in the larger yard that is locked to prevent access. LPA did not observe any swimming pools/bodies of water and director K. Warren confirmed.

RECORDS: At 1:45PM, LPA requested and reviewed children and personnel files. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Twelve (12) children's files and six (6) staff files were reviewed. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed, directors mandated reporter completed on 03/08/24. The director's CPR and First Aid certificate is current and expires on 09/2025. The center is in compliance with the sign in and out procedure using the Tadpoles App. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 07/03/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. LPA inspected the medication, which is stored in a safe place that is inaccessible to children in care. A refrigerator shall be used to store any medications that requires refrigeration. The center is equipped with fully stocked first aid kits that is available in the classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the director, Kathleen Warren.
