On March 12, 2025, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux met with licensee Megha Thuse for an Unannounced Required One Year Annual Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. Present during the inspection was the licensee's fingerprint husband and assistant, and two (2) children in care. Licensee stated that the facility operates from Monday to Friday 8:00 AM to 5:30 PM.

LPA toured the facility inside and outside to conduct a Health and Safety inspection. This two story home which consist of 4 bedrooms/3 bathrooms. The home was clean and orderly, with heating and ventilation for the safety and comfort. Isolation area: Section of the living room, away from other children in care, until parents arrive.

On Limit Areas: Living room, family room, kitchen, bedroom (on the main level) and bathroom on the main level and rear yard. Fireplace is located in the living room it is covered to prevent access to the children in care.

Off- Limit Areas: Entire second floor all 3 bedrooms on second level and 2 bathrooms and two car garage. There is a safety gate at the bottom of the stairs to prevent children 5 years or younger access to the second level.

The off-limits are will be made inaccessible by closed and/or locked doors and visual supervision. LPA did not observe any hazardous materials or toxins accessible to children during today’s inspection. There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection. Licensee confirmed there are no pools/hot tubs and/or bodies of water at the home.

The home has a working smoke detector (tested/functioning), working carbon monoxide detector (tested/

functioning), first aid kit, telephone, and fully charged 3A40BC fire extinguisher located near the front door. Per licensee there are no firearms during today's visit. Per licensee does not transport children. Licensee confirmed she resides in the home.

OUTDOOR AREA: For outdoor play area is the rear yard that is fully fenced. Due to current weather conditions yard was partially inspected. There are NO pools, hot tubs or bodies of water during today's inspection.

At 10:30 AM LPA requested and reviewed the children and personnel records. LPA reviewed two (2) children files, the file contains Immunization, Parent's Rights, and Medical Consent forms. The facility roster was reviewed, and copies were obtain. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 10/8/2024. The licensee's Health and Safety training is completed, and CPR and First Aid certificate is current and expires 02/01/2027. The licensee has completed mandated reporter training on 11/12/2023. The licensee is in compliance with the immunization laws which pertains to all childcare providers. All required forms are posted and visible for public review. The licensee is in ratio today. Licensee does carry insurance, LPA reviewed and expires 09/29/2025.

Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days.

The licensee was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Criminal Record Clearance: Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in the Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

MyChildCarePlan.org: Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Megha Thuse, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There are no deficiencies cited today. Appeal Rights provided. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Megha Thuse.
